Prof Dr Andy Liew Teik Kooi

Dr Andy Liew is Professor and Deputy Vice Chancellor in HELP University, Malaysia. He has held senior administrative positions in various conventional and open distance learning institutions in Malaysia over the span of more than a quarter decade in the academic realm.
His field of interest and specializations cover a broad spectrum ranging from quality assurance in higher education, strategic planning of the university, online teaching and learning, Open Educational Resources (OER), accreditation of prior experiential learning (APEL) as well as breeding and cloning of plants. He is a resource person and appointed assessors for the Malaysian Qualifications Agency and Ministry of Higher Education. He was the Chair to the MQA panel of experts developing GGP for APEL.C and APEL.Q as well as the Code of Practice for Programme Accreditation for ODL programmes. He was also involved in the development of GGP APEL.A when Malaysia first introduced APEL in 2011.
Through his involvement at the various international level organizations and collaborations, he has built an extensive network with peers from renowned Open Distance Learning (ODL) institutions across Asia, Commonwealth of Learning, International Council for Open & Distance Education and UNESCO Bangkok.
He was the Secretary General for Asian Association of Open Universities (2010 – 2012) with 60 over open universities/institutions across the Asia Region.
His current interests and involvement include digital transformation of higher education institutions, quality assurance in online learning, accreditation of prior experiential learning and change management.
